On Wednesday, March 10, the District 15 School Board discussed a 20 year bond issue of $27 million with net proceeds of $26 million.  $10 million of this Bond issue is slated for working cash funds (used for almost anything) while the other $16 million is for Build America Bonds or Capitol Bonds (used for capitol expenditures).  

A proposal was made to restrict the bond issue to capitol projects only but this proposal was rejected by a 4:3 vote with Millar, Bloom and Quinn voting for the proposal. 

Ultimately, the board approved a resolution of intent to issue working cash fund bonds in an amount not to exceed $27 Million. (Vote was 4:3 with Millar, Bloom and Quinn dissenting).   

School districts are allowed to issue bonds without voter approval – this has sometimes been called a back door referendum because the district gets the money, our taxes are raised and we have no say. 

This is a complicated and confusing issue.  There are many sides and many variables to be researched, reviewed and discussed.  

You may have heard that there is a group of concerned citizens who are circulating petitions to halt the issue of the bonds and to bring the question before the voters and taxpayers in November during the elections.  Signing this petition will show the district that the community is concerned about the financial status of the district and that we would like them to take more time to evaluate the options and determine the best solution. 

If you object to the bond issue or the fact that you don’t get a say in it, sign the petition so that it is put on the ballot.
